Why aren't television broadcast systems standardized worldwide?

Why is it that some countries use NTSC/ATSC as their television broadcast system, while other countries use PAL or SECAM? I think having one broadcast system worldwide would eliminate compatibility problems with home DVD players, VCR's and professional/broadcast equipment...

Anyone able to answer this?
Excuse me, it has nothing to do with the government...
If someone who actually knows anything about television BROADCAST technology wants to answer this, it would be helpful. Someone who works with television broadcast tech, like a professional who works for a television station would be able to answer this intelligently!

Because the first country to broadcast a comercial colour television was the USA . The only available system then was the the NTSC system . The PAL system was developed by a Dr Bruck of Germany later, it was a much improved system to NTSC but the states and Canada were stuck with it, Uk and Europe came in with colour broadcasts later and adopted the superior PAL system. the bare bones of the PAL sytsem is that it constantly averages out and corrects colour errors that have developed during transmision. The NTSC does not do this ! In fact the NTSC system is sometimes known as Never Twice Same Clour ! . Secam is used in France and is derived from the PAL system . Hope this helps but it is a complex subject .
