If Chrysler designed and owns the patent on it, yes they can prevent other auto manufacturers from using the design. That's the purpose of a patent. They can also license the technologies to other companies if they choose.
Other manufacturers do use hemispherical combustion chambers in some of their engines. But they use their own design, which they have patents on and others cannot use without licensing the technology from them.
